History
The program's origin is in the Bill & Melinda Gates Foundation State Challenge Grants program. The Gates Challenge grants required matching funds from other sources. Illinois State University, though its College of Education, was able to build the coalition required by the grant and which brought a diverse group to the design efforts.
ITLC has gone through more than 28 revisions. Our initial plans for our Task Targets and Day 3 were greatly modified by the feedback from facilitators and participants. Initial plans to separate superintendents from principals in classes were completely revised to allow participants to attend in teams or as individuals as appropriate.
