Participants include principals, assistant principals, teacher leaders, counselors, support leaders, administrative interns, pre-service interns, educational interns, aspiring administrators, central office administrators, school community leaders, and "at-promise" student leaders.

LEAD Fairfax has been most successful in delivering its leadership development through vertical and horizontal cohorts. Participants are placed in cohorts according to position and school to help develop leadership capacity individually and at the school site.
