A tenure-track professor at UK served as the project director, cohort leader, and principal investigator; a portion of her time was paid from grant funds. A doctoral student was hired to serve as the university-based project coordinator to provide administrative and research support for the project director. Funds to pay the project coordinator’s salary (20 hours work per week) and tuition for six credits per semester (required by UK) were paid by the grant. Pike County assigned a district administrator to provide on-site project coordination; the district assumed costs for this service. Pike County also hired a leadership consultant to provide on-site coaching and support for new and novice principals participating in PEP; the district assumed cost for this service. The instructional team who worked together to assure program coherence included the project director, on-site project coordinator, and leadership consultant. An experienced program evaluator from another research university was hired during the third year to assist the project director with summative evaluation; grant funds paid the contractual fees for the program evaluator.
