History
PEP is an outgrowth of leadership development initiatives begun by the Pike County superintendent soon after he began his tenure in 1998. He assumed leadership of an educational system in default with a signigicant budgetary deficit and exceedingly low student achievement. After addressing the most pressing issues, he formed a leadership team to support him in transforming Pike County into an exemplary district. After working deligently for several years to improve school leadership but making only limited progress, he sought assistance from UK faculty in the Department of Educational Leadership Studies to design and deliver intensive professional development in the district. PEP became a reality in 2002 when the UK-Pike County grant proposal submitted to the US Department of Education was funded.
