Learning Priorities


All Kentucky districts are required to use the ISLLC Standards as the framework for administrator evaluation. Pike County has developed and implemented a more comprehensive model of administrator evaluation that incorporates self-assessment of leadership strengths and areas of needed growth, goal setting, peer conferencing and observations, and portfolio development. Because PEP emerged from specific identified needs—a recultured principalship and expanded candidate pool—learning priorities for cohort participants were aligned with four themes in the ISLLC Standards and integrated strategies to alleviate contextual challenges in high-need rural schools.

Program designers also realized that reculturing the principalship and expanding the candidate pool required concurrent leadership development of practicing principals not included in PEP. The district administrator who served as the on-site project coordinator and the leadership consultant hired by the superintendent integrated PEP learning activities into the monthly principal meetings called "leadership academy meetings." Additionally, the superintendent hosted a districtwide luncheon each spring and fall to showcase action research conducted by PEP participants. The three summer leadership institutes further enhanced opportunities for collaborative professional development and networking among principals and principal candidates in the district.
