Principalship Education Plan (PEP) | Radford University / Franklin County Public Schools
Program Description
The Principalship Education Plan (PEP) Program is a collaborative effort on the part of three participating school divisions (Franklin, Roanoke County and Roanoke City), Radford University (RU), and the National Association of Secondary School Principals (NASSP) to provide an alternative route to school leadership.

Program Goals and Objectives
By the end of this program participants should have the ability to demonstrate appropriate leadership skills that are consistent with Virginia and the ISLLC standards as measured by the SLLA examination.
Program Format
· Utilizing a predetermined selection process established by each school division, a cohort of 32 administrative candidates will be determined. The division superintendent or designee will be responsible for this task.
· Develop an individual Principalship Education Plan (PEP) by January 1, 2006 for each of the 26 administrative candidates based upon the data complied from the NASSP Individual Professional Skills Assessment. Project managers and school division designee(s) will be responsible for this task.
· Provide educational training and experiences necessary to enable candidates to become fully licensed administrators. Project managers and school division designee(s) will be responsible for this task.
· Candidates will participate in training modules which are aligned with state, national and professional administrative standards. Project managers will assure alignment between state, national and professional standards in each module.
· At least ninety-five percent (24 of 26) administrative candidates will become fully licensed administrators by July 2006 as measured by a passing score on the School Leaders Licensure Assessment (SLLA).
Target Audience
A total of 26 participants will be selected by the three school divisions to participate in this program. The participants will be selected by each of the participating school divisions through a thorough and professional process.

Duration of Program
There will be seven modules, each aligned with the ISLLC standards (number 7 being an intern-type experience). Program development and candidate selection will start in the Fall / Winter of 2005 and the remaining modules will be delivered during the 2005-06 and 2006-07 School Years.
Outcomes Measured
Outcomes will be measured by the SLLA examination and the NASSP Principal Assessment Process.
Program Evaluation
The evaluation categories will align with the ISLLC standards as represented in the SLLA exam results along with specific skill dimensions reported from the NASSP Leadership Assessment. The NASSP assessment results are reported in the following evaluation categories:
- Areas of Strength
- Areas for Improvement
- Suggestions for Improvement and Growth
- Overall Performance Rating
All categories for assessment will be aligned with the ISLLC standards, state, national, and professional educational leadership standards.
